The San Andreas State Government (SASG or GOV) faction is the In-Character government of the State of San Andreas, an island Oligarchic Constitutional Republic located off the coast of North America in the Pacific Ocean. The capitol of the San Andreas Government is located within the City of Los Santos and its esteemed Rockford Hills neighborhood at 3 Carcer Way. The faction was officially created on the 20th of January, 2019, however records date back to the existence of some form of government as early as May 2017.

The SASG faction is a unique factions in that it is home to both Legal Faction Management and the servers Executive Administrations, both of whom are responsible for ensuring that the In-Character player environment is maintained to preserve player experience. Despite these roles, many of the factions In-Character functions are ran by regular players looking to experience government roleplay and morph how players In-Character interact with the Government.

Since its founding, the San Andreas State Government has only continued to expand as time has progressed, with numerous bureaus and departments opening up as well as offering new types of roleplay and experiences.

History

Not much is known about the history of the San Andreas State Government as the history books relating to the topic have all either been burned or destroyed. What the history books do tell is that in May 2017, Los Santos Police Department Chief of Police Sebastian Freeman resigned his position to become the city's first Government Commissioner. Shortly thereafter, in September, then Chief of Police Ramon Carter would leave law enforcement and follow suit as the second Government Commissioner. These commissioners sometimes went by the name of "Board of Police Commissioners" however more frequently as "Board of Commissioners".

After a sharp rise in Gang Violence, the Board of Commissioners took over city hall after what they perceived as ineffective leadership of the civilian government and began to introduce measures to curb and safeguard the state from cartel influence.

On the 23rd of February, 2020, the Board of Commissioners offered Los Santos Police Department Chief Samuel Osborn and Captain Lewis Langley a position on the Board which they quickly accepted.[1] From the 11th of September to the 29th of November of that year, Commissioner Samuel Osborn took a brief leave from the board while taking on a position as Second Assistant Chief of the LSPD however would reinstate as a Commissioner shortly thereafter.[2]

Board of Governors

The Board of Governors (BOG) are considered the High Command of the San Andreas State Government faction. They are composed of the Governors, Lieutenant Governors, as well as the Chief of Staff and Chief of Operations. They are charged with overseeing the activities of all other government agencies and intervening when deemed necessary. Members of the Board of Governors make up the high command team of the government faction.

Governors

The governors are the head of state and head of government for the San Andreas State Government and are considered to be faction leadership. They appoint the leadership of all government funded departments or businesses and are the commander-in-chief of the San Andreas National Guard and are authorized to declare martial law if necessary. The state constitution grants the Governors the highest authority within the state by prescribing them absolute control over the legislative and judicial branches of government.

Government Chiefs

The Government Chiefs are the bridge between the government directors and the governors as well as the other government departments. Their job is to ensure that essential communication reaches the governors, and to filter and take care of all other trivial matters can do not require a governor to resolve.

Chief of Staff

The Chief of Staff is the highest authority within the San Andreas State Government outside the authority of the Governors. The job of the Chief of Staff is to provide a buffer between the governors and the government directors. The chief of staff generally works behind the scenes to solve problems, mediate disputes, and deal with issues before they are brought to the Governors. They may act as a confidant and advisor to the governors acting as a sounding board for ideas.

The Chief of Staff is also granted extraordinary extraordinary powers in the event the leadership of the government was either incapacitated or unavailable, such as being apart of the chain of continuity in the government. When the governors are unavailable, the Chief of Staff is empowered to deviate from the prescribed authorities outlined in their rank authority as deemed necessary to make decisions that align with the best interests of the State Government.

Chief of Operations

The Chief of Operations is the right-hand of the Chief of Staff and operates in lockstep with their direction. They generally take a wide look at the Government and provide input on the direction the government should take. The Chief of Operations is sometimes empowered similar to the Chief of Staff to intervene in public affairs if the Governors or the Chief of Staff are unavailable and are apart of the continuity of the government protocol in the event of the death or incapacitation of the other members of high command.

Government Directors / Deputy Directors

The role of the Government Directors is to advise the Board of Governors on matters relating to their subject area and carry out the programs of the state government. They oversee Bureaus and Departments such as the Administration Bureau or the Department of Economic Development working to keep them running as efficiently as possible.

Deputy Directors work under the leadership of a government director and work with them to oversee and implement the policies of the Government Director when they are on a leave of absence. They must work hand in hand with the Director to achieve their objectives. Both Government Directors and Deputy Directors are part of the Command team of the government faction.
