San Andreas Department of Corrections
The San Andreas Department of Corrections is the top facility for housing felons in the state of San Andreas, not that it has any competition.

History
The San Andreas Department of Corrections opened in late 2018 by the first Warden, Elijah Reid. The prison went through it's first big change in mid 2019 with a large interior added which included a catwalk over the cellblock. The interior was then updated again in December 2020 and received a few minor changes since then.

Bolingbroke went through many iterations in design, going from a small bunker style to utilising over half of the prison.

The first divisions were opened in 2020 with the Correctional Medical Team followed by the Groundskeeping Division. Since then ten other divisions have opened up to allow Correctional Officers a wide variety of tasks to do around Bolingbroke. The most recent division, Parole and Surveillance, opened in July 2024.
The Wardens
Marc Ericsson (April 2026 - Current)
Elena Flores (December 2025 - March 2026)
Kourtney LaFleur (January 2022 - December 2025)
Warden Kourtney Lafleur was appointed as the Warden of Bolingbroke Penitentiary on the 27th January 2022 after the resignation of Warden Solomon Cobb. Born and raised in Vinewood Hills to her two loving parents.

She was an only child and was treasured by both of her parents. They doted on Kourtney as she grew up, treating her like a princess. Although neither of her parents were vegan she decided to take up the lifestyle herself. After college she studied at Psychology at ULSA where she met her first wife where she received her doctorate.

Kourtney applied to SADOC in October 2020 with her first wife after realizing that she needed to do more with her life besides posting feet pics on OnlyFans. They were seen as outcasts for their different ways of handling the job with a lighter touch than what was necessary. This led to her getting suspended on her first day for a week. Unlike her wife, Kourtney took this time to reflect on what was required for her and she came back with enthusiasm and a refreshed demeanor. Just over a month after that, she joined the Correctional Emergency Response Team, which was disbanded a few weeks later.

Kourtney began to devote a lot of her time to the Psych Team and wrote the entire handbook herself, using all the knowledge she had learned during her doctorate. She was then handed the head of Psych and continued to use this to showcase the skills she had. This helped her grow until she reached the Supervisor rank. From here she joined Human Resources and joined Command. She spent most of her time at SADOC for this period working on paperwork or hiring lots of new employees. She eventually handed over Human Resources to a budding Captain when she reached High Command and decided to focus on all aspects of the department.

Solomon Cobb (May 2021 - January 2022)
Warden Solomon Cobb was appointed as the Warden of Bolingbroke Penitentiary on the 29th May 2021 after the resignation of Warden Ren Sanchez. Born and raised in England, a man on a mission to make DOC pink.

Cobb's first career upon arriving in Los Santos in early 2020 was with the Department of Corrections, he was hired by his mentor and now-mayor of Grapeseed Herbert Butler. In the early stages of his career, Cobb worked in the Human Resources department, learning how to train and hire people and become effective at paperwork.

Working his way up the ranks, he took leadership of the Public Relations division, whilst getting qualified in as many other divisions as he could, with his eyes on the Commander of Special Divisions role. When he was eventually promoted into this position due to his expertise he continued to develop the divisions to match closer to what they are today, opportunities for employees to better themselves and have fun doing it.

As he moved on from his Human Resources Command role. his passion for Public Relations never wavered, something that can still be seen today. He maintained control of the Public Relations division throughout his tenure and made it his focus to shift the public image of the SADOC from one that is too strict and scared of inmates to one that is more easygoing and there to help the inmates. This goal became even more achievable once he attained the final rank, Warden, gaining full control over the prison and its operations.

Cobb is known for avoiding using sidearms or heavy weapons and instead focusing on only using the nightstick as his primary maiming device. He still holds the record at SADOC for the most people taken out with a single swing of a baton (5). He also was the first Warden to introduce musical Christmas trees into the solitary confinement block as a method to deter people from doing bad things in prison that would usually result in solitary confinement. It was confirmed by a SAJB judge that technically it was not torture.

One of his final changes before retiring from the position 2 years after joining, was facilitating the creation of the Felon Reformation Program division, a division dedicated to turning the lives around of inmates and getting them jobs. In January 2022, he eventually tendered his resignation, to move on to pursue other things, leaving Kourtney in charge.

Ren Sanchez (September 2019 - May 2021)
Mark Sullivan (March 2019 - September 2019)
Elijah Reid (December 2018 - March 2019)
Elijah Reid was the first Warden of the San Andreas Department of Corrections and laid a lot of the groundwork in terms of protocols and paperwork that the department continues to follow even to this day.
Murder in the Hallway (AKA the cause of Reina's PTSD) - February 2021
In early 2020, Correctional Officer Parrish and Harryman were performing regular duties when they were attacked between solitary and the laundry room. They attempted to defend themselves but the inmate that attacked them was far stronger. Before they went down they managed to get out a Code 1 radio call, where members of the department began to rush to their aid. As Parrish and Harryman were on the floor, Assistant Warden Reina Moraine stepped into the room and pulled out her pistol, firing on the inmate. Once the inmate was injured she reloaded and filled the inmate with a few more rounds before they were dead. Two other Correctional Officers besides the injured witnessed the event. Both Parrish and Harryman luckily survived their injuries but less than a day after Reina Moraine was arrested for murder.

Issei's Sniper Incident - March 2023
SADOC were called to protect a conference at the old city hall that was being run by SAJB. CERT members were eager to join and planned ahead. A member of CERT, Issei Schneider, was tasked with overseeing the event from a distance with a sniper. The proceedings were going well until an unarmed civilian began to attack a member of GSB (Government Security Bureau) and Issei took a single shot to injure the civilian. The civilian was then treated and was taken to the hospital where he recovered. A short time after a search warrant was given to Warden Kourtney LaFleur by LSPD High Command. Issei was shortly arrested and charged for Assault with a Deadly Weapon. Governor Lewis Langley quickly intervened and pardoned Issei yet the incident still soured relations with LSPD.
Recruitment Process
When starting your journey to become an SADOC officer, there is a few steps taken.

#Application. The application is an way for the Human Resources team to get to know what kind of person you are, as well as your history and intentions. An member of said team will go through your application and do an background check, then respond to it with either an list of things they need updated, that you moved on to the next step or denial.
#Interview. Probably the step that most sees as most scary. It starts with you heading to SADOC and asking for a member of Human Resources for an interview. From there you will be patted down, put your fingerprint in the legal system and take an drugtest. After that, you will sit down with the human resource member and start the interview. Then, you will either get the results on the spot, or on your application later on. If you apply to become an Custodian Correctional Officer, you skip step 3.
# Physical test. Next up is the physical test, which is to make sure your fit for duty and can keep up with what our duties requires you to. Again you go to SADOC and ask for an member of human resources. They will pat you down, then take you to one of our training grounds. ((This is when we check your roleplay out, and the roleplay will heavily depend on /me's and /do's)) After the course is complete, you again will either get results on the spot or later on your application.
# Academy This is the final step before you become an officer. The Academy will be scheduled by an member of human resources on the goverment site, and your required to show up 15 minutes before the time. It will start with an patdown, then you will be taken to sign your employement contract, get your badge and uniform. Then you will start an class that will go through our protocols, whats expected of you and a tour of the grounds.

The Los Santos Police Department (LSPD) is one of two primary law enforcement factions on the server of Eclipse Roleplay, primarily based in and focused on policing within the City. Originally, on the opening of the server, the Los Santos Police Department was the primary and only law enforcement faction on the server, but due to an increase in player numbers and in an effort to breathe life into the Sandy Shores and Paleto Bay areas, the Los Santos County Sheriff's Department was created to work in tandem with the Police Department.

Established in 2017, the Los Santos Police Department faction has seen continuous changes, improvements, and internal faction development to adapt to the development of the server, its community, and the general environment thereof.

About the Los Santos Police Department
The fundamentals of the Los Santos Police Department faction are to ensure that strict policies, procedures, and regulations are established and put in place, both on an in-character and out-of-character level, as well as to adapt these policies to the ever-changing server environment.

The motto of the faction in-character is "To Protect and to Serve".

The current Chief of Police and faction leader for the Los Santos Police Department is Elena Flores (Pazz).

In-Character History
The early history of the Los Santos Police Department, for the purposes of roleplay, is founded in the history of the Los Angeles Police Department over the last 170 years.

Early History
During the San Andreas Gold Rush, the City of Los Santos was known for its violence, gambling, "vice", and its lack of effective civil law enforcement. Los Santos was reputed to have the highest murder rate in the United States, with a San Andreas militia assisting the existing County Sheriff in guarding and enforcing the law. It was not until 1869 that the first paid police force was created and established; this police force is known today as the Los Santos Police Department.

Six officers were hired to serve under City Marshal Jackson White, who was ultimately shot by one of his deputies in 1870 and was succeeded by John F. Smith, who had been appointed by the newly created Board of Police Commissioners. Smith's tenure as the City Marshal, however, was short-lived, as he was soon replaced by William Harris, a saloon owner. Between the years 1879 and 1889, the force had seen fifteen different police chiefs.

Until 1916, when police training was introduced, the Los Santos Police Department did not provide its officers with official training. The police training established in 1916 has served as the foundation of the training offered in current times and is one of the core reasons behind the Los Santos Police Department being one of the largest world-class law enforcement agencies today.

In many ways, the Los Santos Police Department paved the way for law enforcement agencies across the country by taking steps necessary for the future that other agencies had been unwilling to do, such as being the first department to promote the first sworn female police officer with full powers within the United States in 1910.

Severe problems of corruption within the LSPD and the rest of the city government lasted until the 1940s. In 1933, the "Reserve Unit" was formed. This unit was tasked with crime suppression and later evolved into the Metropolitan Division. In 1946, then Chief of Police Peter Dumbell created the "Gangster Squad" as a special unit, formed to combat the American Mob and Los Santos crime family and conduct surveillance on corrupt officers.

During World War II, under the administration of Peter Dumbell, the overall number of personnel was depleted due to the demands of the military, resulting in the Department, despite their best efforts, being unable to control the riots that plagued the City during these times.

Recent History
In the 1970s and the 1980s, street gangs within the City of Los Santos became a growing issue. In response, the Los Santos Police Department established the "Community Resources Against Street Hoodlums" (CRASH) gang intelligence unit, which conducted "Operation Hammer" a few years after its creation. Operation Hammer was an initiative launched by C.R.A.S.H. and constituted a large-scale attempt to crack down on gang violence in the City of Los Santos. A year into the operation, the Los Santos Times reported a double-digit drop in gang violence in parts of the city. After a drive-by shooting saw a group of people getting shot down on their front lawn at a birthday party, Chief of Police Darren Ports responded with a round-up of gang members. At the height of Operation Hammer, 1,453 people were arrested in South Central Los Santos, in a single weekend.

In the 1990s, corruption and misconduct within the LSPD was revealed to the public and became known as a widespread issue, ranging from the patrol officers to the officials and top brass of the Department. In 1991, an incident revolving severe misconduct and excessive force by officers of the LSPD led to a series of riots and civil disturbances in 1992, spread across Los Santos County.

The C.R.A.S.H. anti-gang unit of the Los Santos Police Department was disbanded due to the Mission Row Scandal in 1997. The Mission Row Scandal was a police corruption scandal, unfolding during the late 1990s and early 2000s, that concerned widespread criminal activity within the Community Resources Against Street Hoodlums anti-gang unit of the LSPD's Mission Row Division. More than 70 police officers were initially implicated in various forms of misconduct, such as and including but not limited to unprovoked uses of force, such as beatings and shoots, planting of false evidence, stealing narcotics and the dealing thereof, bank robbery, perjury, and cover-ups thereof.

Officers involved in the scandal provided extensive testimony to investigators, providing a detailed image of the culture within the elite CRASH unit of the Department. Officers insisted that a large percentage of CRASH officers, upwards of 90%, were "in the know", and knowlingly perjured themselves on the witness stand and framed civilians, that superior officers were aware of, and even encouraged, the engagement in misconduct by CRASH officers, stating that "the goal of the unit was to arrest gang members any means necessary". Mission Row officers wore tattoos of the CRASH logo, which displayed a skull with a cowboy hat encircled with poker cards depicting the "dead man's hand", aces, and eights.

Also in 1997, LSPD officers were engaged and locked into a lengthy shootout with heavily armed and armored bank robbers, the officers being severely outgunned. this prompted the armament upgrades across the United States, often considered the tipping point towards the militarization of modern police.

Independent investigative commissions have documented a history of police brutality, corruption, and misconduct within the LSPD, resulting in the United States Department of Justice entering into a consent degree with the LSPD in 2001, with regard to systemic civil rights violations, a lack of accountability stretching back decades. Following major reforms, the decree was lifted in 2013.

In 2017, on January 21st, Chief of Police Gas Ketse was inaugurated, however, his tenure as the Chief of the Los Santos Police Department was brief. Chief Ketse was replaced by his successor, Chief of Police Sebastian Freeman in May 2017 following an intervention by City Hall.

Shortly after his inauguration, Chief Freeman and his staff began the first major reform of the Los Santos Police Department, re-establishing the fundamental structure of the Department as a whole. Following his successful restructuring of the Department with his personnel, Chief Freeman tendered his resignation as the Chief of the Los Santos Police Department and became the city's first Government Commissioner through a career in law enforcement.

Chief Freeman was succeeded by Chief of Police Ramon Carter, who was inaugurated in July 2017. Chief Carter set out to further the improvements made by Chief Freeman and continued to strive to achieve further success with the Department through continuous improvements, which, in turn, saw the proper establishment of the Investigations Bureau, known today as the Detective Bureau.

Chief Carter, much like his predecessor, tendered his resignation as the Chief of the Los Santos Police Department to become the second Government Commissioner of the City of Los Santos through a career in law enforcement. Succeeding Chief Carter, Chief of Police Samuel Osborn was inaugurated as the Chief of the Los Santos Police Department on September 19th, 2017. Chief Osborn's tenure as the Chief of the Los Santos Police Department, however, was brief, and he departed from law enforcement on October 20th, 2017.

As Chief Osborn's successor per the hierarchy of the Department, Chief of Police Katherine Taylor succeeded Chief Osborn. Chief Taylor made history not only as the first female Chief of the Los Santos Police Department in recorded history but as the longest-serving Chief of Police since the appointment of Chief Ketse. Chief Taylor served as the Chief of the Los Santos Police Department from October 27th, 2017, to September 28th, 2018. Chief Taylor primarily focused on improving the relations between communities of the City of Los Santos and the Los Santos Police Department throughout her tenure. Prior to stepping down from her position on September 28th, 2018, Chief Taylor and her staff pushed for the second major restructuring of the Los Santos Police Department, expanding its operations from five bureaus to seven bureaus divided into three offices.

Chief Taylor's decision to step down from her position saw the return of Chief of Police Samuel Osborn. Inaugurated for his second term as the Chief of the Los Santos Police Department on September 28th, 2018, Chief Osborn's second tenure saw the appointment of three new Deputy Chiefs within the Los Santos Police Department to assist in the leadership of the Department, among with further appointments within Command Staff. Continuing to strive for improvements to the Department, Chief Osborn served his second term as the Chief of Police until July 10th, 2019, when he put in a request for retirement with City Hall.

Following the end of Chief Osborn's second term, he was succeeded by Chief of Police Mick Reefer, inaugurated on the 21st of July, 2019. Chief Reefer served as the Chief of the Los Santos Police Department up to his immediate resignation from the Department on November 24th, 2019.

Assistant Chief Alex Donnelly, upon the immediate resignation of Chief Reefer, served as the interim Chief of the Los Santos Police Department for a brief period and made the decision to, instead of running for the position of Chief of Police, put forth a request with City Hall for the return of Chief Osborn, who had come out of retirement to take the helm of the Sheriff's Department three months prior.

Accepting the request of Assistant Chief Donnelly, Chief Samuel Osborn returned to the Los Santos Police Department, inaugurated on the 25th of November, 2019. Chief Osborn's third term as the Chief of the Los Santos Police Department ended on the 27th of February, 2020, when an offer was made for Chief Osborn to become the third Government Commissioner of the San Andreas State Government.

Chief Osborn accepted the offer before him without hesitation and was succeeded by Chief of Police Alex Donnelly, inaugurated as the Chief of the Los Santos Police Department on March 10th, 2020. Under Chief Donnelly's administration, the Los Santos Police Department has undergone its third major restructuring, introducing changes to advancement for its employees, the structure of the internal divisions and bureaus, and the removal of offices.

On July 27, 2023, Chief Donnelly was offered a seat on the Board of Police Commissioners, which he promptly accepted. He was succeeded by Chief of Police Elena Flores, who was inaugurated and sworn in as the 8th Chief of Police for the City of Los Santos on July 27, 2023. Under Chief Flores' administration, the Los Santos Police Department has undergone another structural reorganization with an emphasis on creating further advancement and career opportunities. Chief Flores further heavily focused on community engagement through the development of relations with communities and businesses therein. Under Chief Flores administration, the Department saw its first-ever civilian employees being onboarded in 2023.

Current Day
The Los Santos Police Department continues to operate as a world-class law enforcement agency, and one of the largest law enforcement organizations within the United States.

Despite the efforts of the Department, its leadership, and the City, opinions remain divided on the LSPD and its employees. The LSPD has made strenuous efforts and launched initiatives to continue police reforms, practice the community policing approach, and to better involve and cater to the communities of Los Santos.

One of many concerns commonly echoed is that the "LSPD are gangs with badges" and the "LSPD is the biggest gang in the City", stemming from the heavy-handed approach in tackling violent- and gang crime. According to watchdog groups and alleged victims, Los Santos police officers may be part of groups that carry themselves akin to gangs, one of such examples being the "La Mesa Jumpout Boys", a group of officers originating from the La Mesa police station, also known as the gang unit headquarters. Further allegations surrounding police officials and involvement with such groups arose. These groups face allegations of violent excessive force towards the citizens of Los Santos, though opponents of such claims have spoken out indicating that their actions are lawful and directed only at core members of gangs within the City and County.

The LSPD has continued its efforts to garner and increase the trust of the communities within the City over the years by implementing initiatives such as an all-civilian review board, acting as a panel with insight into and over all misconduct complaints handled by internal affairs of the LSPD.

Faction Theme and Portrayal
The Los Santos Police Department faction is based on the Los Angeles Police Department and strives to provide the community with realistic law enforcement roleplay and a realistic portrayal of a world-class agency within the United States. The LSPD, as a faction, finds it important to portray the Los Angeles Police Department, as the State of San Andreas and the City of Los Santos within the game are based on California and Los Angeles respectively.

While it aims to accurately portray the Los Angeles Police Department in appearance, structure, and so forth, it is important to note that changes have been made to ensure that the vision fits into the environment of the server, meaning that certain aspects of the faction, for example, a division name or a type of vehicle used, may not be entirely accurate and representative of the real-life counterpart of the faction, but has instead been introduced to ensure a balance in the server or has been adjusted to cater to the needs of the server.

Public Services
